Work backwards from use. Decide the area of the body, how often you will reach for it and the texture you like, then let those three answers narrow the format.
Start with the area
Small, specific areas suit a balm. Larger areas suit a cream. The whole body, slowly, suits an oil. This one question removes most of the confusion.
Then frequency
Something you will use several times a day needs to be convenient: a tin that fits in a pocket beats a jar that lives in a bathroom.
Then texture
Texture is the reason people keep using a product. If you dislike a greasy finish, a dense balm on a large area will not become a habit no matter how good the formula is.
